Why is chlorine electron withdrawing?

Chlorine being the 2nd member of group 17 elements also known as the halogens have a strong electron affinity. And due to its high electronegativity and electron gain enthalpy ,it shows electron withdrawing nature.

Why the electron affinity or electron gain enthalpy of Chlorine is higher than Fluorine ? Even if Fluorine is most electronegative element.
