Which will cause more burning , liquid water at 100°C or steam at 100°Celcius.

The steam will cause more burning . This is due to the fact that water absorbs heat at 100°C to make steam or transform into gas , but the temprature remains the same. So the heat provided is utilized in changing the state. Thus stem is having more (hidden) heat even if its temperature is same.
