In case of methanoic acid the carbon atom joined to the carboxyl group is attached to only hydrogen atoms which are not able to increase the electron density.

But in case of ethanoic acid we have a methyl group attached to the carbon of carboxyl group , which is electron releasing group and it increases the electron density and thus decrease the acidity.
